I am trying to figure out the best RAM for my gaming rig. Currently I have:

    Intel Core i5-4670K
    GIGABYTE GA-Z87X-UD4H LGA 1150 Intel Z87
EVGA GeForce GTX 780 6GB SC with ACX Cooler

I do not mind overclocking the RAM a little, but I do not want to push it too hard as i do not plan on water cooling and I am only running the stock heat sink. I was debating buying:

    16 GB - G.SKILL Ripjaws Z Series Model F3-2400C10Q-16GZH ((Type 240-Pin DDR3 SDRAM Tech Spec Capacity 16GB (4 x 4GB) Speed DDR3 2400 (PC3 19200) Cas Latency 10 Timing 10-12-12-31 Voltage 1.65V))
    OR
    16GB - G.skill Ripjaws Model F3-12800cl9q-16gbrl ((Quad Channel Kit, DDR3 1600 (PC3 12800), Timing: 9-9-9-24-2N; Voltage: 1.5V, F3-12800CL9Q-16GBRL, 240-Pin DDR3 SDRAM))

Is it better to have faster memory with a lower CAS or slower memory with faster CAS? Also, the DDR3 2400 RAM runs at 1.65V instead of 1.5V which the DDR3 1600 RAM. I'm not sure if the voltage effects the speed or reliability of the RAM or if it causes it to run hotter, which in turn might slow it down more? I'm confused about what i really need/want here. ANY help or suggestions will be much appreciated!

Thank you :)

First of all putting more ram will not make your pc faster or give you a performance boost and fps gain in games 8 gb is enough for modern games 6 gb is recommended also overclocking the ram is not worth it because you will barely notice any difference.

And i prefer corsair vengeance pro 2x4 gb 1600 mhz more mhz will not affect any gaming performance.

well firstly you don't need 16GB for gaming
and secondly you don't even need fast ram for gaming
stick with a regular 4*2 GB corsair vengeance 1600Mhz ram
ram speed has no real relation to gaming performance
not with the current games at least http://www.youtube.com/watch?v=m0eSzBfsXKM
save the money and put it something more worthwhile like a better GPU

I appreciate everyone taking time to respond to my question. But I actually never asked HOW MUCH RAM do I need. I only asked to explain the differences in CAS-Latency and MHz speeds (which is more important, lower CAS latency or Higher clock speeds?)... I KNOW 16gb is more then needed to game, but I will need the RAM for other things, such as setting up a RAM Disk. So back to my ORIGINAL question:

"Is it better (generally speaking) to have faster memory with a lower CAS or slower memory with faster CAS? Also, the DDR3 2400 RAM runs at 1.65V instead of 1.5V which the DDR3 1600 RAM. I'm not sure if the voltage effects the speed or reliability of the RAM or if it causes it to run hotter, which in turn might slow it down more? I'm confused about what i really need/want here. Generally you would look at 211 and 1600 and most just say the 2133 is the better, but if it's 2133 with a very slow CL of 11 or 12 the it will be out performed by a set of 1600/7 or 8 (i.e. with good sticks 1600/7 can OC to 2133/9)

For good performance DRAM, take both CL and freq up a step at a time, in the progression below each step up gives a slight performance increase

1600/7 1866/8 2133/9 2400/10 2666/11

going to a slower CL will be a slight decrease/near same performance as the lower level

also with your mobo, best bet is 2x8GB for 16 total, you have a dual channel mobo (won't run in true quad) and 2 sticks is less stress on the MC (memory controller). With a Z87 set up, I'd look to 1866 with a CL of 8 or 9, like the GSkill Tridents or Snipers
