Hello all. After much deliberation, Ive decided to build my own PC for video editing and gaming. It's something I've wanted to do for a while so I'm pretty excited. I have a $1500 budget and I'm mulling over my parts picker list. I would love some opinions on what I've put together. Thanks to all in advance...

- no need to buy thermal paste, it's included with the cooler
- consider swapping out your PSU

here's one: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

your PSU could arguably be the most important component in your system because it's the one part upon which all others rely.

Great PSU recommendation. I suggested the EVGA due to the MIR and the 10 year warranty despite it being a little more juice than he really needs. However, I don't see any harm in having some extra thermal paste laying around. :-)

If I may ask, since Im not that familiar with liquid coolers, does the cooler reservoir come pre-filled? Does it need to be refilled over time?

You don't have to do anything with liquid. It mounts no differently than an air cooler, but with a radiator attached that needs to be mounted to the case.
