I check the stand off reseted the motherboard check the wires What gives ? do i have the pci plug into the wrong slot on the psu?

Solution
it may be because the newer fx 4100 CPU may require your MSI 760G motherboard to undergo a bios update. the 760G chipset is very old, and newer processors that CAN work in the board usually require a bios flash to the latest release.

a few basic things to also check out:
-Memory- Make sure they are seated in the appropriate DIMMS, so that it can use dual channel correctly, etc.
-Test the power supply in another rig to see if it comes on. Faulty PSUs out of box aren't uncommon, and depending on the brand may actually occur more often.
- Make sure your front panel I/O connectors (Power LED, HDD LED, POWER SWITCH, ETC) are in the right pins and with the right polarity (positive and negative leads make a difference to this connection...

- Make sure your front panel I/O connectors (Power LED, HDD LED, POWER SWITCH, ETC) are in the right pins and with the right polarity (positive and negative leads make a difference to this connection big time)
- Make sure your CPU power connector is plugged in. usually a 4 or 8 pin connection. I've seen some people put the PCI 6 pin connector into that slot, which is very very bad.
-Make sure your graphics card is plugged into the primary PCI-E lane.

Also, noticing that you have a CX430 psu, which i use all the time. Great power supply but its not quite enough power for an HD 7770. AMD recommends a minimum of 450 watts for that graphics card, and the rated 430watts for that supply falls short. I would recommend a new PSU, preferably a 500watt, preferably still a Corsair. That is the most LIKELY cause of your issue, but that doesn't mean it couldn't be something else.
