ASRock fan problem. Please help

Hi. i recently received my ASRock 960GC-GS FX motherboard as my 5 year old mobo died. i got the motherboard set it all up and everything was going smoothly.. until i turned it on. when i turned it on the CPU fan immediately went to 100% and is extremely loud. i thought nothing of it and went into the BIOS to turn it down.. i turn on Quiet n' Cool and adjust all of the settings.. save and exit and.... it has changed nothing. none of the BIOS settings lower the fan speed it is just at a constant 100%, i have also tried to download ASRock OC Tuner but that also has zero effect on the fan speed.

Is there anyway i can turn down the speed of my CPU fan as it is EXTREMELY annoying and unbearable?

You sure you plugged it into the right header?

Yes I am, it is plugged into header CPU_FAN

Update the BIOS. See if that fixes it

Updating my BIOS has not rectified my problem

I have solved my problem, turns out that my CPU fan is old so it does not come with a 4-Pin plug for the header.. the 4th pin controls fan speed and without it the motherboard does not recognize that the fan is on so it just throttles it up, if you are too having this problem then you can just buy a fan controller or buy a new heatsink as i will do
