why is only 4gb ram useable and not 8?

my task manager says only 4gb ram comitted, i open up my system specs through control panel on windows 8.1 pro and it says "8gb(3.96useable)"

Is your operating system 32bit? Only a 64bit operating system can see more than 4GB of RAM.

Do you have some allocated to graphics, ramdisk or pagefile?

Do you have a lot of start-up apps? eg AV, UEFI, Afterburner, printer, webcam, audio, nVidia, etc

You could try doing this:
Press Windows key + R on the keyboard.
Type “msconfig” without quotes and press Enter.
Under Boot tab, click on Advanced options.
Uncheck the option Maximum memory and click on OK.
Click OK again and restart your computer.
On restart check task manager again to see if all memory is accounted for.

Otherwise check if there is a problem with your RAM by running the memory diagnostics tool which can be found by going to Start -> Control Panel -> In the search box type "Memory" -> Diagnose your computer's memory problems.‌

Why? SSDs don't need caching. Get rid of it.
