What you are going to want to look for is a VGA to HDMI converter because your going from analog to digital. It won't be the cheapest thing in the world but it seems to be your only choice.

Hi

I have no idea what a elgato is

going from db15 VGA (analogue) graphics output to digital (hdmi) input requires a active adapter not the simple one you get for some DVI graphics out to vga input on the screen.

DVI-I has both digital and analogue out so the simple adapter works

Read specifications carefully to ensure you purchase one designed for VGA out to HDMI in not the other way round

I have a Raspberry Pi which requires a hdmi out to vga in adapter which reqires its own power supply
(it is not bidirectional)

FYI, some websites will try to sell you a $5 HDMI to VGA cable. These are complete bogus products and will not work.

What country are you in and I can find the right adapter for you.
Also what is your video card and what is the dvi port already connected to?
