Computer Won't Start - Motherboard or CPU?

I've been trying my best to fix my computer with the limited knowledge I have, but I'm getting worn out and starting to wonder if it wouldn't have been easier to just buy a new computer. =_____=

A month or two ago I took my computer to a friends for a party and some group gaming. At one point someone used the microwave and blew the circuit breaker in the apartment causing my computer to turn off. Afterwards, it wouldn't turn back on and I eventually determined that the psu was fried. I replaced the psu (and cleaned out a lot of built up dust) and the computer worked fine for about a week. Then the screen started blinking on and off at random intervals (here's what it looks like).

I purchased a new video card and installed it yesterday and the computer seemed fixed. I turned it off at the end of the night since there were a few updates needed, and when I got up this morning it refused to turn back on.

Here's what I've tried so far (without results):

Checked all of the cables (unplugged and replugged).
Removed all but 1 stick of RAM.
Replaced the CMOS battery.

Does anyone have any other ideas for me? From what I've found through Google, it seems like this is either a Mobo or CPU issue?

Here are the specs I have for my computer (please let me know if there's something more you'd like to know; I'm not knowledgeable enough to know what's helpful or not):

Mobo: Asus M4A87TD EVO
Processor: Phenom II X4 965
Graphics: MSI Radeon R9 270
PSU: Corsair CX Series CX750M
OS: Windows 7 Home Premium 64-Bit

It's the motherboard, have replaced 7 of that model board in the last 9 months, all with the same systems.

I have used ASUS boards for 15 years mow but have had problems with their support the last time with A Sabertooth 990 board (they have a 5 year warranty) They sent 3 boards (all remanufactured) before I got one that worked so am now using Gigabyte boards for all builds. ASUS support is bad,the worst of all manufactures (they were one of the best) but the do not care about CUSTOMER SUPPORT anymore

Any recommendations for a good replacement mobo that would work with my setup? I'd like something with similar or better specs. Quality is more important than price for me, though I'd rather not spend a fortune.
