Ever Heard of A Faulty Factory OC?

I got a Powercolor Radeon HD 7870 ghz OC Edition a few months back, and I've recently been having trouble with things like ENB's for Skyrim, GSOD's and Generally lower performance than I was getting.

The thing with the ENB's: It's only Skyrim, all other ENB's work fine including SweetFX. Every time I load one into Skyrim either I get in and play for a few seconds and then it happens, or immediately upon spawning in I get intense artifacting, the kind that actually scares me a bit for fear of hardware damage, and then a standard crash with the error message that the program has stopped working.

Random GSOD's: They really are completely random, Rare but I usually get them in games, and I just had one a minute ago switching tabs in Chrome.

So my ideas are: When I was messing around with further overclocking I messed something up, although I never really pushed it at all. A/some memory module(s) short circuited. Or it was a factory problem.

All of these are very liable, therefore I did some trouble shooting: Lowering the OC helps signifacantly, Compensating for further underclocks accordingly. GPU-z is listing everything as normal. Stress tests are proving to be no problem, albeit I haven't pulled an all nighter. And I did a Windows memtest to check RAM which is fine as well, for as much as the standard memcheck can be trusted.

Any ideas, possible fixes, or even just thoughts on what the problem is?
