I'm looking for a way to cut down the cost of my build, while keeping its performance or increasing it if possible. I am not keen on overclocking, so that is something that isn't an option. Also these are all in Canadian dollars, cause that's where I am.

If you have no plan to overclock, get a h97-based motherboard and use a Xeon 12x0v3. That will shave around $100. If you wait for a while, you might be able to get a GTX970 for about the same price as the GTX770's current price. Your computer is not going to need more than about 350W so you should be able to shave another $30-40 by stepping down to a 600-650W model.
 
Intel Core i7-4790K 4.0GHz Quad-Core Processor - if you are building a gaming rig - the core i-5's can take about $100 off the build price without sacrificing performance on today's games.

Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler - if you aren't planning on overclocking or heavy gaming, the stock cooler can be an option - you can always purchase the cooler at a later time if your temps are running high.

for some reason pcpartpicker wont cfx so 844+160=1004$ however the r9 290 offers similar performance
