I don't know which to upgrade, the GPU (possibly the PSU too) or the hard drive. My PC is running pretty slow, even for web browsing. But this PC will be mainly used for Photoshop and video editing. My current setup is :
Intel Core i7 3770 @ 3.4Ghz
AMD Radeon HD 7570
Western Digital Blue Caviar 7200rpm 1Tb ( possibly to Samsung 850 Pro 512 Gb while keeping the original one)
10Gb DDR3 RAM

Solution
Yeah you will definitely need a new PSU. My suggestion:
PCPartPicker part list / Price breakdown by merchant

Storage: Samsung 840 EVO 120GB 2.5" Solid State Drive ($79.98 @ OutletPC)
Video Card: EVGA GeForce GTX 970 4GB ACX Video Card ($329.98 @ NCIX US)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($44.99 @ NCIX US)
Total: $454.95
Prices include shipping, taxes, and discounts when available

This way you still get an SSD to speed all of your main games/programs/OS. You would be very happy with these parts

If you want a faster pc ssd will make a huge diffrence. I personally would wait for the video card unless your editing cannot wait. You have a choice here wait to edit and get a faster pc or get better editing now with the same slow pc.

And I would get the normal 840 evo it had a controller update recently
