No, The GPU will bottleneck the i5 for sure. You need at least a R7 265. And the PSU is too much, unless you plan on doing some serious upgrading

You could save some money on by getting a different i5 and putting that saved money on a better GPU like the R9 270x. That 850W of a PSU is alot for your build. That motherboard should be bought with your 4690k if you're planning on overclocking.

I know the power is a lot but im getting a 390x in the future(or 390x cfx/ 980 sli so i need power). My gpu will bottleneck my cpu??

He means that the GPU is weak proportionately to your CPU and wouldn't make for a balanced system. Bottleneck means that the limiting factor of your system is the GPU. The graphics card you listed isn't a very powerful one.
