Lost CPU Overclock randomly

Hello users of the forum. I have come into a semi-big problem that requires me to ask assistance. I have been running an overclock of 3.70 GHZ on my i5-4590S for about a 3 months now, and just recently I have lost it.

I have tried entering the BIOS and it says the processor is at 3.70 GHZ (Pictures all down below) but CPU-Z and the task manager in Windows is saying I am at 3.00 GHZ.

I would love to get the 3.70 GHZ overclock back so I am able to record demanding games on my computer. Here is a list of specs to my computer in case you need them. Thank you very much for the help!

Processor: i5-4590S
Ram- 8 gigs
PSU: 650W
GPU: ASUS GTX 770
OS: Win 8.1 64 bit

If you need any more pictures, I will be happy to provide them. I just really want to get this problem figured out.

A side problem I seem to be having is that my CPU Speed will not go under 3.27 Ghz, no matter the CPU load.

Oddly enough, I had a similar problem on my Asrock Z77 Extreme4 running i5-3570k @ 4.6Ghz. My computer became extremely unstable overnight while I was downloading. I turned on the PC the next morning and it couldn't stay in windows longer then 10-15 seconds before the sad-face of death (windows 8.1). Initially, thinking it was an unstable overclock, I reduced my clock speed to 4.0Ghz which was always rock solid. Temperatures were acceptable, except the computer was still unstable, so I attempted to reduce the overclock back to stock speeds of 3.4Ghz. I noticed that when it reboot, it still said 4.6Ghz. Perplexed I played around in the BIOS a bit more, and every time I saved and quit, the settings themselves would save, but when the computer booted, it still said 4.6Ghz. In a last ditch effort, I tried the "CLR CMOS" button on the back of the motherboard, which allowed me to boot into the settings that I had provided. I have never seen this problem before, and hope I never will again.

Long story short, try to clear your cmos, by a provided button, or shorting a clear cmos jumper depending on your motherboard. It worked for me.

Anyone know of any weird CMOS/BIOS affecting virii floating around?

And I have tried clearing the CMOS and I am still facing the same problem. I wish this problem would be fixed already.. :/

Have you messed around with windows "Power Options"?
Control Panel -> Power Options -> Change plan settings -> Change advanced power settings -> Processor power management:
verify "Minimum processor state" (mine is at 5%)
verify "Maximum processor state" (mine is at 100%).

Its probably silly for me to assume this, but when you put demand on your CPU (say Prime95) or something able to bring all your CPU cores up to 100% usage, your speed doesn't go to 3.7Ghz?

No, it just stays at that frequency. 3.27 GHZ. I have no idea why either. :/ 

Also, no I have not messed with the power options on this computer.
