strict alpha-sort Windows xp

Please advise a simple method, or perhaps some sort of additional utility program, such that where the "Finder" (I've recently switched to PC from Mac...) a.k.a. (I believe...) Windows-Explorer....

-----Where the listing of files, whether in list view, detailed view, or icon view can be TOGGLED to a super-strict Alpha-sort---so sorting the view by NAME gives us a list of files-and-folders that is NOT segregated into "folders first, then files"---I want EVERYTHING to be in alpha-sorted order, by its name, NOT it's type! Being able to set this "globally" (including LOCKING all new windows into "detail"view, and strict-alpha sort!) would be fabulous...

Why does MS leave such a basic "Finder" preference seemingly unfixable!?

Please Advise---The usual "T.I.A." from me, to any replies!
