PC's peripherals not responding

Hi, wise guys :)  need your wisdom.

My friends PC's peripherals (monitor, mouse, keyboard) turns off (we checked, PC does not restart by itself). This happens few times in a hour. When peripherals turn off, we restart PC and it tries to boot from CD (even if in BIOS it is set to boot from HDD), then it tries to boot from HDD and sometimes fails (then we restart again and select to boot from HDD and it boots) sometimes loads Windows XP.

Any thoughts?
