Pretty much any AMD CPU can be overclocked, but choosing a motherboard is a little more interesting.
For serious overclock a 990FX chipset board is a must have, but looking at VRM config is important.
I have this list of AM3+ motherboards with some useful info that I have been using for some time :
For APUs its pretty much the same thing except that the A55 chipset does not allow overclocking at all, and only K-edition APUs have fully unlocked multiplier, the others just have partially unlocked multipliers.

AM3+ cpus are all unlocked and you really need at least an 8+2 vrm (Nice to have on intel as well). K series APUS are unlocked fully the rest are only partly unlocked. A55=no overclocking
