Stuttering in games

Hey :) 

For a while now I have been experiancing annoying stuttering in games. My computer is able to push 60FPS though even when the computer is pushing this much I get this painful stutter/freezing every few seconds which last for less than a second. It almost feels as like frames are missing. The FPS does not appear to change according to MSI afterburner.

Almost every game is affected, ranging from Counter Strike: Global Offensive to Ryse: Son of Rome and Battlefield 4. I have tried reinstalling the games, Windows and drivers multiple times. I get the suttering in both Windows 7 and 8.1.

I *think* the problem started with I replaced my Intel with a AMD 8350. The 8350 is around 1 and a half years old now. It can run Prime95 etc no problems and never crashes.

My System:
AMD FX 8350 @ stock
MSI 280X @ stock
ASUS Sabertooth 990FX R2.0
Corsair 650W
8GB Corsair RAM

I have tried so many different things but I can't put my finger on whats the problem. All of the tempetures are well within the safe limits and theres no other problems apart from this stuttering in games. I've checked all of the cables etc and have reinstalled Windows many times. I also had this problem with my old 7850 GPU which I replaced in January.

Well the cpu fx8350 itself as a cpu is likely not the problem as It does work fine for games. I have the fx 6300 (cheaper) and I seem to get fine smooth video.
It sounds like some process is loading your cpu or video card every few seconds. Check the process list, and see if anything is using high memory or cpu.
Memory could be full, causing the video card to wait for new things to be loaded in. Also maybe the hard drive can't keep up, again making the pc wait for the info.

make sure the mb has the newest bios code to rule out a bios bug. download the newest 990 amd chipset drivers from amd. in the bios make sure the mb ram set to xmp profile and set to 1600 speed if your using 1600 speed or faster ram. run hdtune check your hard drive.

Have you tested your system with a different PSU?

I ask this since you had the problem with your old GPU as well, and the PSU may be failing to provide enough power, or provide stable power.

The RAM is not full, in Ryse Sone of Rome it's around 6GB and at idle it's around 2GB. The RAM is set to 1600MHz. Nothing in the process list is high, games like BF4 rarely use more than 70% CPU usage. At idle, the usage is only 2%. My hard drive is a 1TB WD blue and it's only a few months old however, I have also got a SSD and I still get stuttering when the game is installed on the SSD.

I havent tried another PSU and I can't get my hands on one without buying another one:(  I'm not sure if that is a problem though as the system can run Prime95, heaven benchmark etc okay.

I'm not on the latest BIOs and will update that, though I'm only one version out of date and the new one says it "enchances USB compatablity"

It could be a specific hardware feature. Try finding something which doesn't stutter and see if you can isolate something like anti-aliasing or something which is causing the stutter and see what you can do to avoid it.

Thank you all for your suggestions. I have updated the BIOs however, I still get the stuttering. I have been playing through many games now but all of them have stuttering, some worse than others.

It's really bugging me as I love having it run butter smooth :(
