Lets start of slowly, I am new to this attempting to be the one to help an support user's as I am a student myself. I do need just a little more information please? So before it attempted to do it's final restart, did you see a message saying, windows will be restarting in....(counting down from 30 seconds) and under that was there are button saying restart, incase you wanted it to restart faster. So did you get to that screen. If you didn't you can help me by describing your last screen before you had this problem?

windows 8.x shutdown just put the system into a type of sleep state and uses the fastboot to wake it up.

to do a real shutdown: start cmd.exe as a admin
then run the command
shutdown.exe /s /t 0

I think you might be able to make changes in the windows power management settings, but I think you end up turning off fastboot.

- maybe make a desktop icon that runs the shutdown.exe command and click on it when you want a true cold shutdown.
