Processor (?) Problems

So a couple of days ago, i was playing CS:GO. Unfortunately it wasnt going very well, which led to one of my trademark frustrated fist into the desk situations. Now usually this only leads to some knuckle-pain, but this time my computer totally spazzed out, and i had to reboot it.
After rebooting, ive been having a serious problem with my CPU usage capping at 100% every time i play a game, even the non demanding games like FTL. Also ive been getting the same problem streaming video. However, watching movies in the old fashioned way, without streaming, works just fine.

This led me to believe that my processor had suffered damage in some way. I opened my pc up, cleaned it from dust, and made sure my processor fan was still running. After this, i tried to boot it up again. This time, it starts booting up, and after about half a minute it shuts off. Then, it proceeds to try and boot up repeatedly, leading to shut off after maybe 4-5 seconds each time.

My processor is one of the sandy bridge series, i think its an i3, however i have a tendency to forget shit like that after buying my pc.

My question is, is it a fair bet to assume that its the processor having suffered damage, or does this sound like something else could be the problem? Im tempted to just buy a new processor off the bat since its a few years old, but it would suck to do that and then realise the problem lies elsewhere. I can afford maybe one of two new computer parts at the moment, so i dont want to waste money.

Thank you in advance.

Sounds like something has come unseated or such. Check your cooler is connected correctly. Even though this would not cause the chip to overheat immediately, it may be shorting something on the motherboard, which would cause the cut out.

As i7Baby mentioned, it is most likely the cooler, but check everything you can before replacing parts.
