Is my rig stable? or gpu bottle neck? or need reduce resolution?

Hi, my current rig is:

CPU : FX8350
Mobo: Asus M5A99X EVO R2.0
RAM: 2x 4G Kingston Hyper X OC 2400 Mghz
GPU : Asus GTX 650 Ti Boost
Hdd : 3
PSU : Seasonic M12 Evo Edition 620W
Monitor : Dell U2414H using HDMI port

When I play Borderlands 2 sometime the fps reduce from 60 to 40+ (at 1920 x 1080 )
setting everything is max.

So, my question is :
1- theoretically my rig is stable or not?

2- should I change my GPU more powerfull or just lower my resolution to increase fps?

3- increase resolution can affect fps?

sorry for bad english... exteremely noob about fps....

The GPU is the weak link yes. Raising the resolution increases the load on the GPU. I wouldn't game at a lower than native resolution for the monitor, if you can, upgrade the GPU.

What is your budget?

i only can afford gtx 760 or r9 280

You might want to wait for the upcoming GTX960.

My friend has 750 Ti and he is at a constant 60 FPS on borderlands 2. He also has a 459. 650 Ti boost and 750 Ti are equal cards. I would wait for Nvidia to release the 960 :)
