Upgrades for simple office computer

Current computer is a Dell Inspiron 537s. Boss won't purchase a new computer, but willing to looking to update it. Has Windows 8 on it but running really laggy. Currently takes a few minutes to switch between Microsoft Office, email, and and a on-line appointments, scheduling, and payment system.
Specs:
Intel Celeron 2.2 GHz 450 GHz CPU
2 GB DDR2 RAM
320 GB SATA Hard Drive

Really just need to be able to have multiple programs/windows (at most 3-4) running simultaneously without too much of a wait in between.

Your system is all good for office usage. A SSD should do the trick, it'd speed up the experience in OS. 120GB will be fine for the job.

In Windows do ctrl > alt > delete and open Task Manager. In performance, tell me what it shows for RAM and CPU usage. Slow computers decrease a business's productivity.

Maybe adding another 2 GB of RAM won't hurt.
Use CCleaner.

2GB more RAM will be good, but your major bottleneck is the CPU, a single core Celeron is not great for even basic multitasking. A C2D or C2Q will significantly lessen your lags, then comes the memory, and lastly SSD.
My old C2D build had 2GB RAM and C2D (updated it after sometime, ofc), and managed Win7 Ultimate Aero and multitasking, and basic video editing just fine, w/o lags, so the CPU must be of some caliber for multitasking, RAM is second most imp.

Sorry for the late reply, the forums is having problems letting me reply.
CPU usage is anywhere from 5-85%. Ram usage is at 84%

The RAM chip is fine, for CPU, I'd go for C2D E8xxx, as they're one of the last (or say latest) C2Ds to come out, and not a pretty penny:

But, I'd advise you look at the manual (in MoBo or upgrade section) and check if the MoBo supports the choice or not.
