my computer is lagging, then refusing to turn off and on again.

OK, here is my problem. my computer, is playing up, and I am not always using anything on it. what it does, is as follows;
First - it will start lagging. the screen will freeze up at first (mouse cursor still free) for about 10 seconds. about 1 -2 seconds in the sound will start looping, and about 5 seconds in the cursor will freeze as well. it will happen no matter what I am doing, even if the computer is just idling, or in a game, video, or website. - note, it does not always do this. it will start randomly, and it will do it constantly, about every 45 seconds once it starts. it does not do it every day, it is completely random.
it will only stop doing this once the computer is restarted.
Second - when I try to turn it off / restart when this is happening, windows will not shut down, no matter how long I leave it. I have to force it off, either by holding down the power button, or severing the power (switching it off at the unit / wall or unplugging it.)
Third - and final - when I try to turn it on again, windows refuses to load. again, no matter how long I leave it. (this happens most of the time, but not always) if it does load first time, it might start doing number one again, so I have to repeat.)
but normally, it refuses to load, so I have to force it off anyway, and it will keep doing this several times (between 3 and 20, so far)

I have tried loading from last good settings - same reaction.

can anyone help me fix this please?

check all selection in windows and application tab
except the selection of wipe free space in windows tab
press cean now button in the right side
after that go to registery tab and press search for
then press fix all selected

download antimalwarebyte from this link

install it and run it then update it if it asked
then perform full scan to whole computer partitions from safe mode
and remove all threats
