I want to buy a water cooler for my CPU. But since it came pre-build it already had the stock fan and some thermal paste on it. Now that I want to apply the new water coolere, do I need to remove the thermal paste or can I just put the new cooler on top of the already used thermal paste?

Remove the old thermal paste. You can just use some rubbing alcohol, or you can probably find a thermal paste kit that has a remover liquid with it. Just adding in new thermal paste, which isn't that expensive, can often result in a few degrees of temp drops by itself.

You need to put new thermal pase, the cooler usually will come with its own paste so you can just apply that.
