Lenovo Y560P Power on Issue

I recently bought a Lenovo Y560P and got an interesting problem that it doesn't power up nor does the led for battery/power come on however the optical drive comes on (strange) but that is all. I normally salvage Thinkpads, countless Dells, and on occasion Macs so it is not a lack of experience or skill but this has me clueless. So I am wondering if anyone has run into this problem before with Ideapads and has a solution.

*Missing battery
*Someone else has messed with it before I bought it
*Appears to have never been used and is absolutely spotless
*No dust at all in the fan and cooler as if never used
*Stock Thermal compound is still fresh
*No damage or signs of abuse except for the panel that cover hinges and locks down keyboard (stripped screws)
*No signs of damage to board and DC jack is solid (nothing broken)

Things that I did, since machine was missing the ram I used a known good kit from another working laptop of the same specs. Used a Asus charger of the same volts,higher amps, and connector that works (some laptops don't mind mixed brands of chargers). From researching I found that Lenovo Ideapads often have strange esoteric quarks...

Things that I can do that I am aware of, going back to the shop to search for a compatible battery and I can cpu swap.
