16:9 vs 16:10 and Screen Stretching/Shrinking to 1:1

Hi,

I've been looking for a good IPS monitor with a low response time and most of the ones I've found are 16:10. A reviewer of one such monitor on Newegg said:

"720p console games games cannot be stretched to fit the screen while maintaining their 16:9 aspect ratio. You have to play them shrunk to 1:1, or vertically stretched to 16:10."

This is slightly disconcerting, but I'm not really sure what he means; if shrunk to 1:1, will there be a band on the sides or top/bottom of the screen? Are all games adjustable to 1:1?

For reference, the two monitors I'm looking at are:

I would like to avoid getting a monitor that will cause some games to be displayed with a black border, so am essentially hoping that one of you knowledgeable users can explain how this works.

Thank you!

Most games will offer 16:10 resolutions as well as 16:9 resolutions, so you just pick the right resolution, and you are off.

There may be some exceptions, usually in the form of indie games, which won't. In those cases, a 1200p would have black bars on the top and bottom.
