Have you set the CD Drive as your primary boot device in your Motherboard's BIOS?

Press whatever key your Motherboard identifies as the BIOS access key during startup. This is usually F1, F2, Delete, Escape or F10.

Under Boot Sequence set your CD Drive as the first or primary boot device.

If your CD Drive isn't displayed in the BIOS then you'll need to ensure your CD Drive is correctly connected to your Power Supply Unit and to the Motherboard via an IDE Cable.

I got the cd drive problem solved, it was a cable loose. Now when I boot & try to install win. it gives me a blue screen of death! Says if I've installed a hard drive recently to remove it. Its brand new hard drive!

What version of windows are you trying to install?

It's possible you may need to change SATA Mode from AHCI to IDE or vice versa.

This option can be found in your BIOS probably under the SATA Port number that you have your Hard Drive plugged in to or under SATA Operation. I can't confirm exactly where you'll find it as I don't have first-hand experience with a Optiplex BIOS.
