So I just recently built my pc my mobo and cpu are under a two year warranty. I feel it takes longer than it should to boot windows (8.1).
My Specs:
CPU: I7 5820k
MOBO: ASUS X99 Deluxe
GPU: R9 290
HDD (WIth OS) : Hitachi HDD 7,200 RPM

I feel it might be the HDD because about 36 to 40% is fragmented and when I do a boot defrag
it goes down to about 36%. But if its the CPU how can I find out?

I think it made it slower. Also when I try to search something in main menu it takes a couple seconds to respond.

I am gonna get a WD VelociRaptor when I can afford it. Or maybe an SSD but I would like a VelociRaptor. Anyways I feel like this is ridiculous for how long it takes to boot my friend's pc has lower specs (not by much) and it boots as soon as it powers up
