How significant is the 0.5GHz difference between the processors and is it worth the difference in price? (30$)

Buy the 8320 and OC it to 8350 or higher speed. You just have to change the multiplier. Very easy and saves money.

Does OCing shorten the life span of the processor?

It can if you start playing with the voltage to the CPU. If you just increase the multiplier and keep the chip under 70C with an aftermarket cooler you will not shorten the lifespan.

Personally I don't think it's worth the $30 increase. I managed to get 4.4 GHz with my FX-8320 with a Hyper EVO 212 as cooler. An FX-8350 can probably go higher than the FX-8320, but it probably won't be more than 200MHz higher, which is definitely not worth the $30.
