Let's take things orderly...

1 - Hit registration is in direct function of your ping and your opponents'. If you have a 200ms ping, it's possible for you to play (and even win) against people that have a 50ms one; it's just going to be much harder for you.

2 - To decrease your ping, there are three things to take into account. First and foremost, you need to have a decent connection on your side; WiFi works, but cable is better, and the bare minimum to play online (on games like battlefield that have dedicated servers) is a 5Mbps down / 1 Mbps up connection. Secondarily, you need to have a load-free connection; when you're playing, no one else must be intensely using the Internet, especially if you're at the bare minimum. Last, but not least, you need to make sure the server you're connected to is close to your location; if you're connecting from Eastern Europe to the US, you'll most likely have lag issues...

3 - the mouse issue is most probably related to point 1 and 2, if your PC's hardware is capable in the first place. Just in case, can you please state your current hardware and your BF3 settings? Be sure to include the monitor's model and manufacturer along to the system specs.

That hardware should be enough. As a rule of thumb, I usually set multiplayer parts for something a bit lower what my PC can afford, as you usually want more FPS than video quality there.

About ping however, there's not much to do there. The only option to improve things would be a paid VPN, but it's not going to improve them that much IMO...
