Stuck at splash screen.

Soooo I bought this:

a while ago and it worked fine, blah, blah,

Well now I somehow got it stuck at the Asus splash screen with the circling dots. Tried to get it to do a restore and an automatic repair, it just "prepares" for a moment and then goes to a black screen, where it resides for the end of time. (actually it'll sit there for 20 minutes{practically an era} and then go back to the splash screen)
Tried booting from a USB drive that has an OS on it and I was just going to wipe the hdd, butttt it won't get past the splash screen to go to the BIOS screen, so...

Basically, I imagine I've tried every combination of keys to get it to repair, restore, reintialize, etc but it ain't happening. At this point, I just need to know if the motherboard or RAM is fried, or if the HDD is. And at a certain point, I'd rather just buy a new laptop. I have a gaming pc that I built my own, but opening up a laptop and dealing with its internals is just too much of a pain.

Suggestions, thoughts, theories, queries, and recommendations all welcome.

This happened when my mother tried the genius "delete sys32" troll suggestion on her computer. An old computer I found in my friend's house had this problem and I fixed it by replacing the HDD. An old computer I used to own did this as well and I believe the mobo on it was replaced for a BIOS swap (I think but idk for sure if that's what they did to it, I was just a kid when I had it)
