How can I underclock my cpu?

i have a gtx 660 and corer i7 4970k
ive been having loads of issues with
Display driver nvlddmkm stopped responding and has successfully recovered. and pc crashing.
ive tried every single possible thing t o solve this issue

apparently lowering your cpu voltage to 1.25 V might solve it

does anyone know how i can underclock it to 1.25 V

thanks i hope somebody can help me.

set it in the bios, try setting it to auto, the voltage i mean. Are you overclocking the cpu?

Thats not the reason run memtest86 if it comes back clean use ddu(display driver uninstaller in safe mode) to remove the drivers then go back and reinstall the driver

ive already done memtest, it said nothing was found.

Nope none of these are working.
I launch assetto corsa for 3 minutes i start to hear buzzing strange sounds and fuzziness from my monitor.
then my pc freezes and i have to press my case power reset button.
and log back on > even viewer: The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.

Access to drivers on Windows Update was blocked by policy

so you can not install new drivers or remove them

i can
i have tried doing that step about 6 times now. it just isnt solving it.
ive tried putting my memory and core clock speed to -100
-200, -500. tried changing power settings in control panel and nvidia control panel.. tried reinstalling windows 8.1
tested memtest 2 days ago
nothing popped up
tried hdd, nothing popped up.
currently using the oldest version driver which supports winodws 8,1 for my gtx 660. < still does not work

the only way i gues sis to buy another one
but i i might just buy the same one because i dont want to spend loads of money you see
