Try update your windows as well as your graphic driver (Catalyst).. better uninstall and re-install the Catalyst.

Make sure you internet connection is good, try it on a cable if you are using wireless now. You may also need to lower the graphics a bit. What are the exact specs on the laptop?

I would suggest update your GPU driver Catalyst, preferably Catalyst 14.4 than 14.9 if you can't find 14.4 use 14.9 (beta) and clean install. Most likely gpu driver issue is the cause of lag.
You may use the driver Cd along with your system of get driver here:
http://support.amd.com/en-us/download
Mobile graphics>Radeon HD series (you can either use auto-detect)

Check the game, if probs still there, tweak Catalyst and make sure the game .exe in in the list and in high settings.

If you could monitor the temp of your cpu. http://www.alcpu.com/CoreTemp/
- tho it is brand new, you wanna make sure you're system is in good condition.
