For mild OCing and standard features, a sub $100 MoBo will do just fine, you don't need premium MoBos (~$150) for that. You will miss out on M.2 port, but that shouldn't be a must if OCing is the priority. Good heatsinks on VRMs and power phases is what's essential in OCing. Along with XMP memory support. ASROCK Pro series is fine for OCing, GB G3 or Asus Z97-K/C are all good for moderate to high OCing. You need those extra cool VRMs for extreme OCing.

Work out the features you NEED

High end mb's are never good value IMO . I dont care if they last for ten years . The pc will be old junk in 3 anyway .........

asus ROG series motherboards in my country price range from Php 10k($232) to 12k($279)...damn too overpriced plus the MSI GTX 970 in USA is like $360(Php 15480) which i can afford but when it came to my country it is priced like Php 20,900($486) i was shocked

4.5Ghz OC is moderate-high OC, not mild. And a sub $100 MoBo with good heatsinks on VRMs can do it with ease. Also, no need for ROG/ TUF MoBos.
I'd go for GB Z97 Gaming 5 or Asrock Z97X Fatality killer, which're great ones feature wise, and still low(er) in price.

i'm looking at msi gaming 3 or gaming 5...are these mb good? the one you mentioned are good also...but i may be limited to its availability since computer stores in my area mostly sell asus,msi,gigabyte.....i'm not sure about asrock i still need to inquire though...i have to spend less if possible cuz i'm buying a new monitor also which probably cuts the budget...thanks for the info

Z97X is a superb OCing MoBo, great VRMs and power phases for OCing, feature ladden too, ASROCK makes quality products, will serve you great, even for some serious OCing (4.7Ghz or higher).
