Hello,
I have a hardware problem, în short every component seems to be working but I get no feedback.

The problem started while I was watching a movie, the image just froze, no artifacts or weird sound. Mouse keyboard were not working, so I tried a manual restart, but nothing.

I thought maybe gpu problem, and indeed when I opened the case, when I press the power button, the gpu fan spins for a couple of seconds and then nothing, everyother fan works normally.

Pc specs:
Motherboard AsRock M3A770DE
Cooler Arctic Cooling R7 gen 2 (or something similar, don't remember exactly)
CPU AMD x3 455
GPU ATI 250X
RAM 2 x Corsair XM3 2GB 1600MHz
HDDs SATA II 250GB and 1TB
DVD-RW
PSU Corsair CX430
Case Delux
Noname headphones
Microsoft wireless 2000 mouse/keyboard
Benq G2020HDA monitor, I also sometimes use a HDTV as a display.
Windows 7

The parts where bought over the years to upgrade the system, nothing is overclocked or modified.

Steps I tried in order:
1. Check connection on GPU, remove GPU, clean it, re install.
2. Check all connections on motherboard and also check that components are inserted correctly.
3. I have a spare GPU Nvidia 9600GT, that worked properly, it was my main card until 6 months ago when I got my current card. I tried the Nvidia card, I still didn't get video or audio, but it's fan was spinning continously. I read about the AMD zero core tech that stops the fan when the GPU isn't working. From now on all steps are taken with the Nvidia card.
4. Tried the card in another pcie slot, same result.
5. Tried to insert the display cable in other port. BTW on the monitor I get nothing, if I try restarting it I get no signal detected message.
6. I disconnect every component from the motherboard except the CPU and it's cooler, when I try to start it, the fan is spinning but I get no sound, no beeps to indicate lack of ram, I checked the speaker, it's connected.

Up until this problem the system worked properly except a couple of BSOD I got a few months ago, regarding video drivers, since then I reinstalled the OS and I had no problem.
I have no other spare parts to try on.

Sorry for any mistakes I made in the thread, but currently I am posting from a phone.

Pretty much what I thought. I went ahead and took it to a service, told me that the condensers don't look good, anyways I will post the result here for future reference.

Turns out that the PSU was to blame, so now i have to get a new one. The motherboard was indeed damaged by the PSU, but they managed to salvage it.
