Intel build is hard to build within that budget with a powerful enough GPU. Can you go for AMD?
I'm having the list for 60k intel build now. Can you extend budget?

plz use cheap/budget gpu

Overclocking needs a Z series mobo. These mobos are starting from 11500 rupees or above. buying this may restrict other components.
Intel i5-4430 Rs. 10999
Gigabyte GA-B85-D3H Motherboard Rs. 5985
MSI GeForce GTX 750Ti 2 GB GDDR5 Graphics Card Rs.11699
Antec VP450P I 450 Watts PSU Rs. 2899
Cooler Master Elite 311 Mid Tower Cabinet Rs. 2699
G.Skill RipjawsX DDR3 8 GB (1 x 8 GB) PC RAM (F3-12800CL10S-8GBXL) Rs. 5999
WD Caviar Green 1 TB Desktop Internal Hard Drive (WD10EZRX) Rs. 3785
LG GH24NSC0 DVD Burner Internal Optical Drive Rs. 897
Asus 21.5 inch VS228NR LED Backlit LCD Monitor Rs. 8423

Total = Rs. 53,385
If you still need it low, I can choose 4th gen i3 and respective motherboard for lesser price.

what about this

i5 4440 - 11k
Gigabyte B85 D3H - 6k
HyperXFury 4GB - 3k
WD Blue 1TB - 3.5k
Deepcool Tesseract - 3k
Antec VP 550p - 4k
Dell S2240L - 8k
R9 285 - 18k

total 55k

This is what I had at first, except I chose a good motherboard (B85 chipset are older) and 8 GB RAM. It is still a good build :)

TIPS:
1) For non overclocking gaming system, sacrifice on CPU and motherboard, not on RAM and GPU.
2) Build the system with balanced components and don't buy GPU yet. Wait 1-2 months, save money and get a GPU (that is still enough handled by the already bought PSU)
3) 4 GB RAM are already not-sufficient now-a-days, but you can add 4 more GB later.

These tips are suitable for our Indian conditions. Because by 1 or two month waiting, we can collect 6-7k rupees..
