I'm now planning to build my own desktop 'cause everyone says it's cheaper, so I went with that, and I read that DDR4 is out now so I just wanna know if there are budget gaming computer builds with DDR4 that under $700 - $800. Thanks in advanced.

DDR4 is only used on X99 at the moment. DDR4 is about twice as expensive as DDR3 ram yet not any faster - so far anyway.

DDR4 is only supported by X99 MoBos currently and the CPU-MoBo-RAM combo itself will exceed $700-800, so you aren't getting DDR4 in that budget. And there's not much difference as of now because games do not require very high RAM speeds.

I think DDR4 is currently only useb by enthusiasts with fairly limitless build budgets, and people who actually benefit by the faster RAM (video editing or who knows what).

You will not be able to get DDR4 with that budget, and you also don`t need it.
