Computer won't display BIOS on Monitor

Recently had a new computer built and the guy gave it to me without setting it all up. Told me to take it home put the Windows 7 disk in and it'd work. Plugged in the monitor and nothing displayed, trying using a HDMI cable and got the same issue. I've tested 2 monitors so that's not the issue. Took the CMOS battery out and put it back in and everything was working however I unplugged the hard drive to get to the battery and forgot to replug it so when the Windows 7 disk ran it had nothing to save to. Now whenever I turn the PC on nothing shows on the monitor even if I take the battery out and put it back in.

Yeah I think I will do that, not sure why he gave me it not fully set-up which it was I asked him to do.
