Hello

When i turn on my pc the fan leds light up but the fan doesn't spin unless i push it, i have to do that every time, even when connecting the fan to the psu the same thing happens, when i set the speed to full in bios the rpm speed never reaches max it's always at minimum which is 800 rpm and if i select normal speed in bios it goes down to 500 rpm, the fan spins smoothly which means it's not a lubrication problem, i tested the fan on another pc and the same result, what could be wrong with this fan?
here is a link to the fan

My motherboard is Gigabyte H81M-S2PV REV 1.0

Sounds like its not getting enough power to start up, a fan requires the most energy at startup. Could be a wiring issue if its running slow at full power. If you have connected it to multiple pcs and headers its definitely a fan issue.
