My PSU's fan is not spinning

What power supply is it? A lot of them don't need to spin all the time to keep the PSU cool, try playing a game and you should see it spin up.

What model psu, lots of them don't spin the fan until its under heavy load. Do not open the power supply to try and fix the fan, the amount of energy that can sit in those capacitors is easily enough to give you a jolt landing you in hospital or kill you

With a unit of that quality i'm not surprised its died. You should replace the power supply the fan in that unit should not ever stop spinning.
