I am going to be getting a Corsair SPEC-03 as my first builds case but I want to overclock my i5 4670k so I was wondering what would be the best one that can fit?

Corsair doesn't seem to list that dimension.

Found one guy using the Hyper Evo 212, and that is 159mm tall, and is about your budget.

On pcpartpicker it says x 185mm so it SHOULD be okay. If too many people say it doesn't fit, should I just get a TX3?

The TX3 will handle mild overclock and is one of the better 92mm fan ones. This one should fall in between the TX3 and 212 http://www.scan.co.uk/products/coolermaster-hyper-t4-12...

I've just migrated here from another OP's thread, and I'm afraid T4 is not worth spending 20 quids at, according to a review I just went through:
http://www.dvtests.com/cooler-master-hyper-t4-test-and-...
I'm still to be convinced T4 will be better than TX3, for a 4.4GHz OC.

Still the OP :p

If you don't mind unselecting best answer until I get further proof that the T4 is better than the TX3

I avoid selecting/ unselecting answers on other's threads, but since you've told, I'm doing so.

Thank you. Where is it actually on the thread you linked that makes you believe it is not as good? Give advantages and disadvantages please :)

I see. I was worried about this:
Spoiler

Wasn't sure as it failed that benchmark (in my link), seems quite fine now, and it has to be agreed Haswell runs hot, so 4.4GHz will be a task for both, and T4 may do it a bit better it seems.

First one is a test with the T4 showing it handle I7 at 4.3GHz and the second comparison where the T4 takes an edge over TX3 not by much though.

What would be an alternative under/around £40 for my case? It has to be under 157mm. Thanks.

Usually manufacturer will leave little clearance with their max and 157mm should be totally safe.

But the corsair says 157mm? Is it worth a risk?

That means the guarantee it will fit 157mm tall heatsink, no risk.

Okay, well as long as you are sure. If it doesn't fit, expect a bill ;)  Only kidding! lol
