I must have these parts: i5 4690k or a i5 4690
GTX970 gigabyte

Ni power supply or case needed. I will be using amazon so the parts will be there.

Going to be sort of close unless you leave out most of the peripherals. That is about the total cost of the CPU/Motherboard/RAM/GPU in your budget. Amazon doesn't always have the best prices. Availability of GTX970 is difficult to say the least. You might be in for a multi-week wait/pre-order.

Z97 boards will support the Haswell Refresh chips, no need to be worried about it. i5-4670k and the other first release Haswells are known for their heatspreader thermal interface issues.

If the mobo is with old BIOS , i doubt - and even Asus Z97-A . For me even i5 4590 is enough

The Z97 and H97 boards were released specifically for the Haswell refresh chips, they should all support the latest CPUs, and are supposed to support the upcoming Broadwell chips.

A Z87 board might need an update to run a refresh chip, but not the other way around.

Yes , you re right to a certain extent . Really , H97 and Z97 are for Haswell Refresh but i5 4690K and i7 4790K are not covered by the first BIOSes of many motherboards
