CPU Multiplier activity

I have an i5-3470 with a very slight overclock (at 3.3ghz, default is 3.2) on an Asrock Z77 Extreme3.
Looking at CPU-Z I noticed that the multiplier is jumping from x16-x32 every 3-5 seconds, even when there's 0% load on the cpu. Is this normal?

Yes, Turbo Mode is enabled, thus resulting in the core speed fluctuation, its completely normal and good as well :)

I understand about Turbo mode but thought that the speed would stay low during inactivity. It's jumping from 1679Mhz to 3359Mhz every few seconds. Seems rather pointless?

Load cycles, unless it stays on 3.3Ghz and temps rise, its all normal (or abnormally normal!).
