Metro: Last Light Low FPS

No matter what settings I try to run Metro: Last Light on, I get around 10 FPS. I'm pretty sure I should be running this game perfectly fine at even high settings. My AMD drivers are updated to the latest. Here are my specs:

I am not very sure whether you have a laptop or an on-table PC.

In case of laptop, it's a well-known problem caused by battery that it doesn't give GPU the full voltage to run all games at the very fine FPS. What you have to do, left-click the icon of the battery in the very bottom-right (Tasks Bar)... and check 'Normal Usage' instead of 'Energy Economy'. You don't have to reboot though. If nothing works, read the rest.

If you are using a desktop PC. I don't think it's a basic problem, it must be related to GPU settings or the power it receives.

All I can think at the moment is to open your catalyst center and scale everything to 'Performance' instead of Equaling or Quality. Anyways, you'd rather post a screenshot of your GPU-Z while the game is running.
