No its not the processor is not supported out of the box so get a h97 board or update the BIOS.

im thinking of getting ASRock h97M Pro4.
the difference compared to gigabyte is the asrock doesnt have sata express. is that a big gap between them?

what ever you choose they are same just the m is for micro atx.

You can use any h97 board with your processor atx/mini atx and micro atx are sizes of the board so it depends on your case what size you want.

So i will be lowering budget for CPU. instead of i5-4590 ill be going on i5-4430. will this be good at H97 boards? or its useless since im downgrading my cpu speed for 0.3Ghz

If you go for i5 4430 then you can pair up with the H81 board you have mentioned in top of the post (4430 is a haswel processor so the h81 board is supported but the 4590 was a haswel refresh processor so it needs the h97 board.)

last question how to know if mobo supports haswell processor or haswell refresh processor?

H97 and Z97 are for haswell refresh processors and H87,Z87,H81 and Z81 are for haswell.
