I keep going back and forth between what cpu to get for gaming at or around 60 fps in 1080p mostly on high as well as stream in a minimum of 30fps and 720p.

I was set on the AMD fx-8350 cpu, but have recently had seconds thoughts about changing to the intel i5 4670k Haswell cpu. With the 8350, I had my budget just under $1000 for everything (including a ssd and keyboard). But with the 4670k it bumps it up to about $50 over $1000 if I also had the 1 year accidental on the cpu.

Is the i5 that much better than the AMD? Or should I give the AMD cpu a try?

I am also going to be running a Sapphire vapor-x r9-270x gpu in the build as well.

For playing alone, the i5 is better. For streaming AND playing though, I'm a lot less certain of that. Get a few more opinions, preferably from people who have actually done it.

Alright thanks. I'm definitely going to be gaming a lot, so that might be, apparently, where the i5 shines much more. However, a few times a week, I will probably be streaming.

For gaming, I would say i5 4670k is NOT any better than FX-8350.

I will go with a FX-8350, and the money I saved from getting a FX-8350 over an i5 4670k, I can probably get a R9-280.

A better GPU is more critical for games.

Neither CPU will "suck;" there's really no bad choice. For the games, however, the i5 will definitely be stronger, and it will use a lot less power too. In the absence of compelling arguments favoring the FX for streaming, I'd buy the i5 myself.

Is the 280 a worthy upgrade over the 270x? Also, since I am a noob, what does the "x" at the end have over the standard? Like the 270 an 270x.

For gaming AND streaming, I would be compelled to suggest getting an i7-4790k if you can manage to increase your budget a little. You would be safer with a stronger CPU.

Unfortunley, I don't have the budget for that. I would be pushing over my budget just a little to even think about the 4670k.
