Computer won't boot. I can only see the mouse on the screen and I can move it.

Solution
you will have to boot into BIOS and set the system back to defaults and reconfigure.
if the BIOS seems to be working fine, then attempt to boot your system in safe mode or attempt another full boot.

It is hard to tell from your description of where you are in the boot process. for example you might have a windows screen and a mouse that you can not move.
or you might have a bios screen with a mouse you can not move
or your machine may have been in sleep mode but the mouse will not move after you woke it up.

all of these can have different causes and fixes and can even depend on the type of mouse you are using.
USB mouse for example, the usb port can go to sleep and not wake up and prevent your mouse cursor from being able to move.

Is this a multi monitor setup, or multiple video outputs? Windows 8 initially tried using HDMI (to my TV) as primary output and DVI (monitor) as second monitor. When it booted I had the background color that was picked during install and the cursor on the monitor, the login screen was on the TV, which was switched to another input. After correcting the primary display that has not occurred again.
