Games, youtube, and more lag when I have two windows up... Why?

So, I have a dual-monitor setup. When I game or watch YouTube, I have gmail, facebook, reddit, or whatever else open on my secondary monitor. Everything worked fine until about two days ago. Two days ago, things started to lag. I thought it was weird, I tried changing my video settings down (I noticed this while playing CS:GO) and nothing helped my framerate... I opened up fraps to monitor the framerate. Fraps said that I was getting 150-200fps. (What I have always gotten) But the game looked like it was running at about 15-22fps. This happens with YouTube videos, other games, and even an NES emulator. I've come to the realization that it only does this when there is something else up on my second monitor. If I have it minimized, it's fine, it plays as the correct framerate. This is a new issue. I always used to game while having a YouTube video open. Is this a video driver issue, a windows issue, or something else?

i had a similar problem turned out the system was overheating so it got throttled down.Check your temp
