ATI OpenCL driver bug detected... No clue

ATI OpenCL driver bug detected, skipping OpenCL detection. Uninstall AMD Stream SDK/Open CL driver to re-enable this functionality. Honestly, I've no clue. Point and case: Tried opening up some programs I had on my task bar, got a whole lot of nothing. Program would begin to start up and then sit there, staring at me. I'll be the first to stay I am computer illiterate when it comes to software and the like, hardware as well, so maybe this is a blessing in disguise to push me to learn the ins and out of my pc. Hopefully you fine folks can assist. Thank you.

Did that and still no dice. It came back clean, any other suggestions?

Yep - explain more carefully. I'm not sure what's going on. Are you getting error messages? From what? When? Have you always got them? What have you tried?

I'm getting error messages whenever I try to open a program ie: GPU-Z, which then tells me about the above mentioned problem. Other programs such as Razer Synapse and Skype which are set to open automatically don't then when I try to open them, they start, but then freeze or just idle. They show up in my processes as open, but not visually, if that makes sense. I ran a virus scan and tried uninstalling my graphics drivers and re-installing them, no dice. I've looked up some videos on how to fix OpenCL.dll files, but nothing concrete as of yet. Some suggest I go into the registry, which I know is a big mistake if you're not sure what to do.Hope this sheds more light on my problems.
Edit: Forgot to mention, when trying to download files (the drivers for my graphics card) The said file would not open.

This is going to sound like a very silly question, but I'll ask it anyway. What do you mean post my complete build? My computer specs, the results of the scans or something else? And as for the scans, there was malware on my system, which was removed thanks to the scans, and the computer repair didn't help I may not have done it correctly, again not knowing what I'm looking for/at doesn't help me explain the situation as well as I could. Sorry for the trouble.
