PC Won't Reboot Properly

So I built my friend's gaming PC today. All is well with it, apart from the fact that it will not reboot properly at all. I have boiled it down to be a hardware problem, not a Windows error because I trial and errored it by removing the boot device and just using the BIOS to reboot.

Basically the error is that when we press restart in Windows, or hit the restart button on the front panel, reset button embedded on the motherboard, or even save and restart in the BIOS, it will appear to shut down, while remaining powered on like a normal restart, but will not complete the restart process of booting back up. We get no video or sound whatsoever.

I checked to make sure the Restart button isn't stuck down and even pulled out the SWRESET connectors on the front panel headers on the motherboard. I unplugged all fans except the CPU and GPU fans to make sure they weren't causing some form of trip. As I said before, I removed the main boot device mainly to convince my friend that it wasn't Windows doing some magic pranks.

So now literally the only thing I can come up with is that it is the GPU being unable to get power back from the restart or something similar or being unable to show video after a restart; however i have the exact same GPU in my computer and the issue isn't present there. It's a Sapphire R9 290 Tri-X edition for those who care.

This is my last resort because our problem is too specific to Google about. So does anyone else have this problem, has anyone had this problem in the past, or does anyone know what's happening? Thanks in advance.

Have you tried placing your friend's GPU into your machine and see if the same thing happens?

It will definitely help to figure out if it is the GPU or not.
