Windows 8 will not put display or computer to sleep

Hello,

Recently my Windows 8 desktop computer has not been going to sleep. I'm not sure exactly when it started happening, but I just started noticing a few days ago. I've set the display sleep and computer sleep all the way down to 1 minute. Nothing happens. I've tried powercfg -lastwake, but it says that the Wake History Count is -1, which I assume means that nothing has woken it. That makes sense, seeing as I haven't had any evidence of the computer actually going to sleep.

Suspected culprits:

Google Chrome
- Executing powercfg /energy gives me a info page about my energy settings. Apparently google chrome changes the "timer resolution" from the default 15.6 ms to a crazy 1 ms. Whatever timer resolution is, it sounds like it could affect my computer going to sleep.

I will report back after testing whether or not the computer sleeps when chrome is not running.

Killer Ethernet Controller
- When I execute powercfg -devicequery wake_armed my keyboard, mouse, and this program show up. I doubt this is the culprit, because it seems that this can wake up the computer; not prevent it from sleeping at all.
