So I decided it was time to upgrade my system, and as per usual, there are some problems. In a roundabout way, I'd like to think I sort of know what I'm doing, but I'd like some feedback on what else I should try before I'm going to give in and go for the Windows re-install.

Here's the story. I had an LGA1156 motherboard and i3 CPU. I decided to upgrade to an i7-4790k and also purchased an MSI B85-G41 PC Mate motherboard. A few days prior I had also bought some 8GB DDR3 1333 RAM (I already had 8GB DDR3 1333 prior to that). There didn't seem to be any issues with the RAM. I am using Windows 7. I have a Corsair GS600 PSU and a GTX760 GPU. I have two hard drives. One is 1TB split into two partitions and one is 500GB and contains my OS. I am unsure on the exact specs on the hard drives at the moment, and I can't access them since I am currently attempting to re-image Windows.

Anyway, everything started up fine initially, I can access the BIOS, it recognized the CPU, RAM, HD's, DVD drives etc, but it will absolutely not start Windows. I keep getting a blue screen and then the PC restarts. I have tried removing the RAM and Windows recovery, but that does not fix anything. I am kind of at a loss as to what else to try aside from wiping Windows and starting over.

Any advice is appreciated :)  Thank you!

When it comes to the Devil's Canyon CPU, they are better supported in Z97 chipset motherboards. Also, when changing chipsets, it's a better idea reinstalling Windows.
